Reply Button Not Working

When I press the reply button for a specific person in a thread, nothing happens. I'm only able to reply the thread itself. Do people in the same thread get a notification if someone else posts in the thread without replying them specifically? I want to make sure people are recieving what I'm saying to them.

The reply button is now working for me as it was not for some time.
